AFSCME Council 76 represents 911 Emergency Employees throughout the state of Colorado. Emergency Operators in Trinidad, Commerce City, and Pueblo are covered by a collective bargaining agreement as members of AFSCME under the general service. We fight hard to advocate for our Denver dispatchers and call-takers who currently do not have a collective bargaining agreement. This is because establishing an agreement with the city requires and ordinance or a charter change. An ordinance requires passage by a pro-union city council. A charter change requires a public vote - unfortunately, the good people of Denver have voted against collective bargaining for city employees 4 times. Even so, we've still successfully campaigned for more transparency with management, pay equity, and replacing mandatory overtime with voluntary overtime bidding. Click here to watch AFSCME Council 76 Director Cheryl Hutchison speak out against management abuse.

Our work with 911 emergency employees is just beginning. We have been contacted by 911 workers throughout Colorado who want to organize. These unsung heroes deserve respect, good working conditions, and a collective bargaining agreement. Look out!

If you are a 911 emergency operator and you want to organize your workplace, contact union rep Nic at 303-587-3371 or via email at You can also click on the "Organize Today"
link in the upper lefthand corner of our webpage. We look forward to fighting the good fight with you. Solidarity!
